Secretary General of the Ministry of Finance, Sultanate of Oman
His Excellency Mahmood Al-Aweini serves as the secretary general of the Ministry of Finance and supervises the National Programme for Fiscal Sustainability and Financial Sector Development (Estidamah). Previously, he was the program director leading initiatives supporting Oman Vision 2040.
Before his role in the Estidamah program, Al-Aweini contributed to the National Programme for Investment and Export Development (Nazdaher). His professional background includes various senior positions at local and international organizations, such as the energy giant BP, where he served in several leadership roles, and as a contracts and procurement advisor for the Middle East. Before that, he was the general manager for Rawsi Oman Investment, which was a regional investment fund, specialized in green field projects and private equity. He also played a pivotal role in the establishment of Hutchison Ports Sohar and served as the head of the revenue and billing team. His career commenced as the head of the Trading and Supervision Department at the Muscat Stock Exchange.
With over 20 years of practical experience, Al-Aweini has demonstrated proficiency in strategic institutional building and leadership. His expertise spans investment, business development, negotiation, and financial sector management. He has garnered notable achievements in the oil and gas sectors, logistics, and financial markets. Al-Aweini holds a bachelor’s in finance with honors and a master’s in business administration.
