Cesar Serra

Mission Chief for Oman, International Monetary Fund

Cesar Serra is deputy chief of the Regional Analytics and Strategy Division and mission chief for Oman in the Middle East and Central Asia Department at the International Monetary Fund. Since joining the IMF in 2009, he has worked on countries in the Caribbean, Central America, Eastern Europe, and the Middle East as well as in the Strategy, Policy, and Review Department’s Debt Policy Division, covering a wide range of issues, including macro-financial and macro-fiscal issues, debt sustainability and restructuring, and sovereign debt crises. Prior to joining the IMF, he worked at the Inter-American Development Bank and the Central Reserve Bank of Peru. He pursued his master’s and doctoral studies in economics at the University of California, Los Angeles.
